Millán was born Porlamar on March 19, 1949 in the state of Nueva
Esparta, Venezuela. He studied from 1967 to 1972 at the School of Fine
Arts in "Cristobal Rojas, Caracas. He is currently the director
at the Museum of Contemporary Art, Francisco Narvaez, Porlamar, Estado
Nueva Esparta.
